The workshop resulted from a request by the U.S. Department of State to the IAP, the Global Network of Science Academies, which is committed to making the voice of science heard on issues of crucial importance to the future of humankind.’ The State Department provided funding through its Biosecurity Engagement Program, which is committed to developing cooperative international programs that promote the safe, secure and responsible use of biological materials that are at risk of accidental release or intentional misuse. The lAP also provided funding to support travel by participants from developing counties.

The IAP carries out its work through groups of member academies; in this case its Biosecurity Working Group, which was created in 2004 and includes the academies of China, Cuba, the Netherlands, Nigeria, the United Kingdom and the United States. The Polish Academy of Sciences served as the host for the workshop,2 and the National Research Council (NRC) of the U.S. National Academy of Sciences took responsibility for preparing the report.
